Loaned Executive Program - Office of the Cuyahoga County Executive

The Loaned Executive Program is a public-private partnership that recruits individuals to help implement transition recommendations and new projects and lend technical expertise on various aspects of the new county executive form of government.

Nick York, Chair of the Business Practice group at the law firm of Tucker Ellis West LLP, serves as the liaison to the County Executive’s staff. Duane Thornton of the President's Council, Oliver “Pudge” Henkel of the Cleveland Clinic Foundation, Paul Clark, Regional President for Northern Ohio at PNC Bank, Daniel Walsh, Northeast Ohio President at Huntington Bank in Cleveland, Barry Doggett at Eaton Corporation and others have served on an advisory group.

Through early August 2013, we have engaged 28 individuals in the program. The nature of the work ranges from small, short-term projects to assess the process for issuing a Request for Proposals to an expansive long-term assessment of organization-wide information technology needs. We have had individuals lending their expertise on performance measurement protocols through the CountyStat Task Force; conducting research on providing a county-wide civil service exam for shared services in fire and rescue; assessing existing County property holdings and developing a plan to find better and efficient uses of the property; redesigning the County's financial reporting system; reviewing consultant proposals to address needs in Human Resources; establishing the Internal Audit Review Committee, and providing guidance on a risk management structure.
